A pirate city, it was built for the pirate's and other smuggler's convenience. All of the officers and inspectors are corrupt and more than willing to be bribed. The streets themselves have been made off of the profit of stolen goods.
Though the Coventry is fully aware of it's existence, Malantha has grown too big to be taken care of, and an uneasy truce sits between the two.
